If you buy it so it can only Suppress one power of a given special effect at a time, that's the only thing it will Suppress. If someone in the Area Of Effect doesn't have that power, they won't be affected at at all, even if they have other powers of the same special effect. Buying "all powers at once," or at least multiple powers at once, makes it more likely that you can cast your net wide enough to affect most, if not all, of the people in the Area (at least to some extent).
