VPPs, Martial Arts, and CSLs

This is one of those weird areas where several different rules intersect, and I think I know what should happen...

 

A character has a VPP that includes, among other weapons, a spear - a fairly basic HKA. He also has martial arts, and has bought Weapon Element: Spear so he can use the spear (but no other VPP slots) with his martial arts. And he has a couple of 5-point Combat Skill Levels with all the weapons in his VPP, including (but not limited to) the spear. Am I correct that:

1. He can use those CSLs when using his martial maneuvers with the spear?
2. He cannot use those CSLs when using his martial maneuvers unarmed?

Yes, you’re correct in both cases — unless your GM rules otherwise.
