Limited Penalty Skill Levels

If I take Penalty Skill Levels to offset the hit location penalty, can they be limited to only offset the penalty for one specific location? Could they be limited by circumstance?

 

Thuggee buys eight Penalty Skill Levels to offset the penalty for targeting the head with his strangling garrote, but he can't use them for targeting other locations, such as the vitals. Is that worth a limitation?

 

If Thuggee wants to limit his Penalty Skill Levels so that they can only be used if he has surprise, is that worthy of a limitation?

I'm gonna leave that one up to the GM.  Personally I doubt I'd allow it -- Targeting Skill Levels are already cheap enough -- but other GMs may feel differently.
