IS it legal to use PSL to offset the penalties for Swwep and Rapid Fire?
I ask because based on your answer to my question "Move Through" at http://www.herogames.com/forums/showthread.php?s=&threadid=3642 I have been disallowing it however I get the impresion from others on the boards and talking to a player I am misunderstanding it. So that they are a valid modifier.
