Steve Long Posted June 8, 2016 Report Share Posted June 8, 2016 They're bonuses to OCV to offset the OCV penalty for targeting a specific Hit Location. They have nothing to do with the roll for determining the Hit Location. I suppose a GM could use them that way if he wants, but that means changing the rule.
