Lightning Reflexes and movement

Can you buy lightning reflexes for your movement? And if so, how does the interact when you end up with something like the following:

 

Character A

Base Dex: 14

Lightning Reflexes with Run: +5 (Up to 5 Dex to Act first with a single action)

Lightning Reflexes with Muscle Powered Ranged Weapons: +3 (Up to 3 Dex to act first with a large group of actions)

 

If your Character B has a dexterity of 18, would it be:

 

Character A half moves

Character B does full action

Character A attacks with muscle powered range weapon

Yes, a character can buy Lightning Reflexes with movement -- I think there may be one or two published speedster types who did that, though I can't recall any specific names.

 

Your hypothetical lists the order of actions correctly.
