Chris Goodwin Posted July 8, 2018 Report Share Posted July 8, 2018 14- is the character's roll to deflect; it's a straight DEX Roll in 3rd. The categories and costs are the same as in 4th and 5th. "All" means any ranged attacks that can be deflected, which typically doesn't include Mental Blast, area, explosions, and other exotic Powers, unless special effects indicate otherwise.
