Quick VPP question

I read quickly through the VPP rules, but am still missing something.

 

What is the cost exactly? Let's say you pay 60 points for the VPP cost, then another 30 for the control cost. How much extra do you pay for each power? Are there slots for powers like in a multipower or can you just use any power you want (restricted by the special effects of the VPP)?

 

If you want a VPP with Transform, EB, Flash, do you have to pay for any of them (like 60 points for each or something, modified by limitations and advantages) or do you just use any of them you want as long as they add up to 60 points total? (changes to the use restricted by the VPP limitations of course).

okies here is the deal:

 

you can have _Any_ power within the SFX, Limitations Gm Appoval , and certain game considerations (there are a few restricted powers) in the VPP as long as the powers active value is under the VPP Cost AND there is enough points to have the powers covered in a pool of the VPP cost.

 

Ie in a 60 point VPP you can have almost any 60 AC & RC point power,

2 at 30 points or 2 at 60 AC and 30 RC (both with -1 in limitations) etc...

so long as any single power does not violate the 60 point cap (just like a Multipower slot can't be bigger than the base multipower) and as long as you have the real cost in points to supply you withe the raw stuff to support the powers.

It may help to think of the Control Cost of the VPP as paying for all the possible slots in an open-ended Multipower; you don't have to pay anything additional for any power in the Pool.

 

The largest Active Point Power you can have is equal to the points in the Pool, 60 in your example. You can have up to 60 Real Points worth of Powers active in the Pool at any one time, e.g. one 60 pt. Power, two 30-pointers, one 40 and one 20, etc. If the Powers have Limitations on them that reduce their Real Point cost, you use that to determine how many you can have active in the Pool; but they still can't add up to more than 60 points, and no single Power can have more than 60 Active Points.
