  1. I think -1/4 for a generic "when surprised or Stunned" limit is probably good. One other factor I consider relevant, but not enough to count as a separate limit, is visibility. You can generally watch someone and gauge roughly how graceful they are, how they comport themselves, and so forth. If someone cruises around with DEX 30, it should be fairly obvious that they are something special. For this reason, while the character might turn on his DEX when "in costume", someone with a Secret ID would be in deep trouble if he left it running all the time (unless he tried to act clumsier than he really was, which is itself something of a feat). Buying DEX nonpersistent/limited should invoke this sort of problem from time to time - you find yourself catching falling girls and food trays (the "Spider-man" movie) and so forth. It's this sort of thinking that makes ideas like this fun for me
  2. Re: Non-persistancy Surprise is a point I hadn't considered, and in those cases it's entirely appropriate to be denied the DEX bonus (never thought I'd use that phrase in Hero). Good enough
  3. The powers presented on the sheet serve three purposes. 1. Examples of his typical approach - powers he's likely to build with his VPP for most applications. 2. Boundaries of power level. He's not likely to create any powers that are MORE potent than what's presented, under normal circumstances. 3. Known powers. The character has a Reputation, and as a consequence people know at least somewhat what he can be expected to pull out of his hat. The GM has been told that anyone making the Reputation roll is probably informed enough to expect the powers listed there.

I based the pricing on that by looking at both N-Ray Perception (Detect Physical Objects), which CAN see through walls (that's what it DOES, after all), and Spatial Awareness (Detect Physical Objects). Since I was using (and getting familiar with) the HeroBulder program at the time, I went for Spatial Awareness as a quick way of representing what was actually going on. If I need to spell out "Detect Physical Objects; Targeting; etc. etc." I will do so.
  5. I was under the impression that Nonpersistent also turned off if you were Stunned, which can happen more often. If that's not the case, then yeah, the limitation doesn't apply.
  6. The VPP is 60 active points, and the GM has been briefed on its limits. The big point total you see is the pool + Control cost, which is Cosmic. One of the limits that's not explicitly on the sheet is that his powers DO NOT AFFECT other living things, period. No lifting people, no stealing their guns out of their hands, no mangling their intestines, nothing. This is the "special effect" behind the VPP, and I can clarify the text if need be.
  7. Background as requested Thomas Temple incorporates traits from a lot of recognizable sources - Batman, the Crow, the Shadow, and more. Unlike almost every "Dark Avenger" type character, though, his motive is not revenge. It's a sense of the division in the world between "what's right" (the ideal) and "what's real" (the status quo). He sees the world as existing the way it does because of the laws of economics and chemistry and physics; he envisions the world as it should be, aided by technology and ruled by ethics and morality. In many worlds, his family has been carefully shepherding superpowers in the genes since time out of mind, based on the laws of inheritance that have been at least loosely observable for centuries. He is the latest expression of some tendency to powers in his family line - molecular telekinesis is his forte'. His father is a potent telepath, and for years has been expanding the young man's mental fortitude with controlled, directed stress against his psyche. As a result Tom has a high intellect and several useful and unique gifts (photographic memory and so forth). Despite that, he is still a young man, and the obligations his family and especially his father have tried to impose on him have bred rebellion. As a consequence, he is trying to mold society (or what part of it he can reach) in HIS image. He sees himself as a protector and guardian, and uses his powers to create the persona of an undead knight from the Crusades era, a seeming that will inspire the most fear in people. He has briefly taken on other identities as need permits; he's considered others, for future use. Tom attends college in Millennium City, has a girlfriend, and is generally a fairly nice guy when he's not out molding the world.

I'm playing a telekinetic character with very fine control, along with some limitations, and am always looking for creative ways to make use of this (since TK is one of the oldest power concepts, this is basically finding new bottles for old wine). One of the things I'm pitching to my GM is the idea of the PC using his own body as a sort of puppet - he visualizes where it will move and what it will do, resulting in as much agility as he can accurately visualize. Here's what I've been able to come up with to start with. Buy DEX +10 with the following: Nonpersistent (-1/4), No Figured Stats (-1/2), RSR: KS: Anatomy (-1/4), Side Effects: stress fractures or broken bones from incomplete awareness of body's limits, 3d6 damage to self (-1/2). Total cost is about 12 points, and for this he receives +1 to OCV and DCV (as far as I can tell, CV is not considered a figured stat, or any kind of stat?) and +2 to his DEX-based skills, as long as he maintains the power (and nonpersistent means it will be cancelled if he is Stunned or Knocked Out). This is in the Champions forums because I'm also interested in any thoughts on other useful applications for this sort of power.
  10. Neo has two things: 1. The high stats, possibly bought at least partially as a Multipower, representing the standard "Matrix Hacker" abilities: STR and DEX in the 25-35 range, SPD in the 4-8 range (for Neo, probably on the upper end), NONRESISTANT PD/ED (I can get punched by a guy who just blew through concrete with his FIST, but I worry about being shot), Superleap, and Combat Luck. 2.   11. Another suggestion would be to take the -1 limit on Desolidification for "only vs. limited forms of damage", and see if your GM is willing to waive the "Affects Physical World" requirement. That brings your costs down to the AVLD itself.
  12. Consider buying Affects Real World and AVLD (Natural PD) as "Naked" Power Advantages. See p. 157 of FRED for details. Basically, figure up the highest number of points in MA maneuvers you're likely to use at the time, and use that as your base cost. AVLD would be +1 1/2, Affects Physical World would be +2, so if you figured on using no more than 10 points of maneuvers at a time, your "naked" advantage cost would be 35 points. You pay this once, not once per maneuver.

One of the explicit problems the character can run into is an attack from two (or more) very different attack forms, which is why I went with the VPP rather than (say) Armor, Life Support, etc. as separate powers. Unless or until the GM says so (and we've talked about it), a skill roll to precog danger isn't required either. I'm sure a bunch of people on the board will freak about that, but that's also because many people are accustomed to "who can beat up who first" as the only form of meaningful game challenge Anyway, thanks for the feedback.

The character concept I'm working on is a precognitive whose power has been "linked" to an experimental regeneration treatment he was given, so that his body immediately produces the best possible defense against whatever attack he's about to suffer from - raw damage, environmental dangers, etc. I've chosen to represent this with a Variable Power Pool, character has no choice regarding powers or when powers change, etc. My question is: Since the activation of the pool takes place outside the character's conscious control, do I need to also buy Zero-Phase Change and No Skill Roll? Or are these things implied by the limitations already taken?
  15. Public perception vs. the truth One possibility is that super-powers may actually come from all sorts of unique accidents and sources and such. But, that doesn't help your average research scientist, who wants to snag that billion-dollar grant or Nobel prize, or any of the innumerable other people who would probably like supers "made to order". The public may believe - because it has been told to, or because it wants to - that powers come from some singular general source, be it mutation or other ("ever since the Comet, supers have been springing up like flies" - even if the Comet was only something that brought a lot of existing supers out of the woodwork).
