I think an Aid would possibly be appropriate as well; you might need a VPP to give each of the girls that first inch of Flight, and first d6 of Energy Blast, but it sounds like he's "buffing" them, which means an Aid might be the best mechanic to do so.
So:
A small VPP to give each girl their initial powers
And an Aid, usable on all powers granted by the VPP simultaneously

The thing that leaps out at me is that combat training appears to be a major aspect of their job, since most of the required point expenditures are on CSLs.
I think for any government "staff" super, there would be requirements to learn skills such as Oratory, Bureaucratics, Conversation, and so on.
I would take some points off of CSLs and do things like "6 points from the following list..." instead, or perhaps add the points in noncombat skills as an additional requirement.
I would say that any super stationed in Quebec would have a requirement of 2 pts. in French, for example...

Totally fair; although my own take on it is that some of the later incarnations of Seeker, like the one from Watchers of the Dragon, are actually just fine--they play up the "Seeker" aspect, and play down the "I'm an Australian Ninja!" aspect.
Nighthawk just doesn't feel quite so archetypical for some reason; part of it is the Batman comparison, I suppose.

I mix and match 4th and 5th: I like the overall tone of 4th, but there are parts where 5th appears more internally consistent.
Likewise, some 4th characters have not aged well (Seeker just comes across as trite and cheesy now), so they tend to be rotated out in favor of their 5th ed. counterparts.
Nighthawk is not a great improvement over Seeker though, so both go...

If you are willing to crib from other publishers, AC Comics' Femforce is led by "Ms. Victory", whose V-47 formula is essentially a Super-Soldier Serum by a different name.

The Adventures of Blackberry S. Firr would almost certainly be G, or possibly at the low end of PG, rated.
It would probably take the form of a Reading Rainbow or Muppet Show style variety program, with an assortment of guests and topics.
Blackberry herself would love to be involved in a program that talks about science, and nature, and people, which makes it likely that "her" program would cover those exact same topics.

...I'd give the Klondike holder 5 seconds before caving at that point, 10 at the outside.

*Secondary fires: you have the plane impacting something on the way down; between the collision and loose debris, you have the potential for sparks and flames
*Glass, glass everywhere: if the plane is flying by downtown, there is definitely a possibility of shards threatening bystanders.
*Opportunistic crimes: fairly self-explanatory, but maybe the plane was just a distraction for the perpetrator's real plan
*Evacuating the wounded: "...this person needs to get to a hospital right now, but the roads are blocked!"

He is?During the Reign of the Supermen, each of the "Supermen" had one of Superman's monickers.
If that is correct, I believe it is "The Metropolis Kid" (Superboy). Also, there is "The Last Son of Krypton" (the Eradicator).

Beware the inverse ninja rule!
The inverse ninja rule is as follows:
The total battle power of a ninja or team of ninjas on a side is constant.
The more ninjas you have per side, the weaker each individual ninja is. Since perfect teamwork is impossible, this means that, in general, the side with the fewer ninjas will prevail.
Behold the following example:
Entire Foot Clan < The 4 Teenage Mutant Ninja Turtles < The (lone) Shredder

My suggestion would be a hybridization of the other approaches:
Fuel Charges with Costs End on the STR.
Armor and Speed would be purchased as powers with the Continuing Fuel Charge Limitation
STR would be purchased with as a Continuing Fuel Charge with Costs End (note that because of a quirk in the rules this would make it not add Figured Characteristics).
I think the character would only look too powerful for the points if you put the Armor and Attributes in an EC--without an EC the character looks fine, or even somewhat weak for the cost.

My default campaign timeline, inspired by Wold Newton, assumes that every TV show or movie you've ever seen had some basis in reality. Michael Knight got bumped from the KITT project and ended up heading up a team of crime fighting lifeguards....it seems oddly appropriate for McGuyver to start up the Stargate project, doesn't it?

I actually like this a lot, particularly if you ever need to break in a new set of players, because they can latch onto parts of the universe.
Just one of many crackpot-yet-amusing ideas that come to mind:
The A-Team was indeed framed for a crime they didn't commit... by aliens.
Faceman discovered existence of the Cylons, and their plan to attack earth, which led to their framing of the A-Team.
Poor Murdock was driven insane after getting caught in an experimental "transporter"...
...Oddhat, this idea is way too much fun for words. I insist you create a thread on the topic in the NGD!

Blackberry: it is difficult to conceive of a reason why she wouldn't take up the case.
She has decent investigation skills, but she would start by calling up some old friends to get some mystic mojo going--it is always easier to search for the truth if you have at least a few leads.
Ephemeral (Working name) would have some reservations. Her identity is well-known, and there are many groups and powers who would like to manipulate her. That being said, she would feel obligated to investigate the situation--anybody she respects is entitled to a certain amount of deference, even if just a dream-shade.

Cool a little less than two days and 20 posts, cool.Okay, next character I am working on is a superstrong, super fast, super tough, flyer, main focus is his speed. Basicaly I see him being a college kid, kind of a slacker until he gets his powers (Will also take ideas on how he got his powers, no mutants please). Disads like Novice Hero, underconfident, etc...

I'm going to threadjack a little, and hope this does not descend into a flaming OIHID spiral:
Ok, just on an eyeballing, Bill Banner here is saving over 30 character points, over and above the 15 for Secret ID, for the OIHID limitation.
Speaking from a purely mechanic-y perspective, 30 pts. is the equivalent of a big hunted, or a "psychotic cripple" psych. lim., or a "takes damage from being alive" sort of vulnerability.
I like OIHID concepts, stuff like classic Thor, or Sentai Teams, etc., but I have to admit I find OIHID tough to balance in actual sessions. In one sense, it's a super-intense form of Secret ID, but based on character conceptions, it often roleplays out to be an advantage, particularly when the character has a near-Instant transformation that can be triggered at will.
How do you all keep OIHID characters "balanced" compared to the rest of the group?

In game terms, having Cyke be a skilled combatant who thinks tactically and is able to Dodge and Dive for Cover really well makes good character concept sense. Those are skills (okay, manuevers) learned to help cover his weaknesses. He's remains a fairly normal guy with eyes that shoot force beams. Throw in a bunch of device-driven powers and you lose what makes him Cyclops. And, from a character concept standpoint, he also doesn't have time to become a martial arts master (as opposed to focusing on defensive skills), because he's spent his time honing his abilities with the eyebeam.

Seems like a fairly straight-up brick, in one sense.
I do note (like I do with every OIHID character) that the OIHID is saving Dr. Bixby a lot of character points in top of his Secret ID; I assume that means it will come up fairly often?
