When I saw him kick Niska's henchman into Serenity's turbines, while bound and disarmed, simply because he said "I'll hunt you don", I was like "Uh, nevermind, that guy has no code vs killing at all!"
Yup. He has the same 0 point reluctance to kill that most normal people have. Even Jayne seems to have it (check out the flashback episode where he shoots his former employer in the leg instead of the head.)

Very nice site. I've been tinkering with Unknown Armies for a Firefly game (the mechanics actually may work for the genre better than Hero). It also looks like we may have some nice source material in the future.

I think I'd add that DEX drain vs other combatants that I've seen in the books to Midnighter to simulate just how much better he is than them.

Hold back a point of XP every few games until they've banked enough to pay it off. Then when you decide they've reached the age of majority, the Limitation is payed off.

You knew it was going to happen. I'm surprised that they haven't tried this with superhero RPG's, especially Champions (after all, you go after the Big Dog in thses types of things).

I can't help but think that BODY should also play a roll with CON. Larger humans are often represented with more BODY. Larger humans usually take more alcohol to get drunk.

DC killed off Black Canary's husband in 1969. This was their excuse for her crossing from Earth-2 to Earth-1, and allowed her to get together with Green Arrow. Larry Lance wasn't exactly a major character, of course.Oliver Queen sought for questioning.

How about Blindshot (Green Arrow/Daredevil). I know Hornhead's not an avenger, but the concept of a blind archer is kind of neat.

I had them all be young folks who manifested a particular mark on their wrist and were quickly banished from their homes. They were all drawn to each other through the marks and then the mystery began to unfold.

How about the brick punching through the ground if he's in the middle of the street or in a building? 60 STR is probably too weak to do much of a shockwave, but in a building, it could also cause the building to collapse and if the mental guy was in it, he wouldn't be having too much fun.

There are other ways a GM can make this one worth it's salt, too. Captain Marvel got hosed earlier this year when Brainwave used Mind Control to make him say "Shazam" and then Black Adam slapped Billy into unconciousness.
In the olden days, it wasn't too uncommon for people with the Shazam power to get un-Marvelled by another person calling down the lightning (or Instant Changed for that matter).
Let's face it, a GM can basically one-shot your character by changing him or her out of Hero ID. It's almost like having a Fatal Vulnerabilty.
And generally speaking, your OIHID (or HIDO as I prefer) character is also going to have disadvantages that ensure that being in Hero ID isn't always a good thing (Secret ID, Distinctive Features, Hunted, Vulnerabilities, Susceptabilities, ect).
