For my FH campaign, I wanted to set up a new rule incorporating the side effects limitation. But I always found the original rules pretty hefty, where the SE occurs always if you fail your Power RSR, which is not seldomly heavily modified (negatively, due to AP). To alter this, I thought of setting up an escalating SE rule, which is sort of a spell fumble. This works the following way: For each Spell (Power), there must be an escalatable Side Effect Power occuring in case of rolling 16, 17 or 18 (just the straight rolls in my case, subject to GM discretion for difficult spells). Escalatable Power means Powers which can grow in power if you put additional AP in it. Dependent on the roll, the User of the Power suffers now a Minor Side Effect of that Power on a 16, a Major Side Effect on a 17 and an Extreme SE on an 18.
My rules question now is: Which limitational value would you put on this disadvantage ? Since SE isn't dependent on the roll of either Activation or RSR, I'm thinking about a Major SE (simple average), but if you take into account that rolling a 16 is more probable as rolling a 17 or 18 taken together, perhaps I should take the Minor SE ?
