This is a file for exporting Characters made in the Hero Designer software into a RTF.  You have to make a character in HD, export it to this file type, and then you will be able to open the character you made in Word.

I like this a lot.  I do kind of wish the Maneuver section had the default "everyman" Maneuvers pre-listed though.
