The best overall archive of 4E HERO material I know of is the files from the old Red October BBS, now hosted on Shelley Crystal Mactyre's website. Many original characters for several genres, campaign backgrounds, rules supplements and options, playtest manuscripts, and more, most available as downloadable .zip files:
