wcw43921
Could be both. Perhaps there could be heroes who are homeschooled or dropouts as well. Would this be Teen Champions rules or just plain Champions?

Mark Rand
This would also work in Coastal City, Connecticut, with Walt Whitman High School (home of the Dragons) replacing Taylor Allderdice High School and the University of Coastal City (home of the Pumas) replacing the University of Pittsburgh. Mark Rand
Another idea is that the heroes are an expansion team of The Champions located in Pittsburgh.
