Because the origins of "hour", "minute" and "second" are Latin. And "thirds" have been used at times (though not in English, I think) to denote 1/60 of a second.

I reckon you could do base 60 with your both your hands.

 

edit: yep it is possible.

 

 

edit 2: if you wanted to you could count to 729 (27^2) on both your hands. Don't ask me how or why, but it is theoretically and practically possible.

 

edit 3: I'm gonna have to revise that to 24 ^2.
