ok i cant seem to find this in the book yet

but can you say for example have an explosion that loses DC at 1/2" and volunteer to reduce it to 1/1" instead

the over all question is can you volunteer to use less than the full amount of advantage bought on Attack powers (cant think you would want to reduce the adavanteges on a Defence) like not useing the penatrating or armor piercing

I believe the rule is you can't use anything less than the full effects of advantages and limitations that you've placed on a power.

you may reduce the active points you use upon activating it to get a smaller effect in a smaller area, but you cannot get the same large effect in a small area if you didn't purchase it that way somehow.

No, you can't. Having bought your EB as armor piercing, it's always armor piercing. You cant fire it in a more blunted fashion and make it "not AP".

Many comic book characters and Champions characters can, however, change the advantages on their powers more or less at will. How? Well, they either have Variable Advantage on their EB, or they have a series of EB's in a Multipower. You could certainly put your -1/2" explosion in a Multipower with a -1/1" explosion to obtain this effect.
