You don't need Drain, drain isn't ranged, and drain isn't cumulative.[/quote'] You got that backward. Drain is cumulative, and Suppress is not. You've got a good write-up though. I'd replace Suppress with Drain, make it Ranged, and only apply it to STR and DEX. If either of those gets low enough, it won't matter if they have movement, and when STR reaches zero, you lose a lot of movement by default. There are all of other movement powers to consider as well. I might link a small Entangle to represent slowing someone down (2-4d6, so that normals will get stuck immediately, strong guys will break through but slow to half speed, but powerhouses will ignore it untill it accumulates and the Drain sets in).
