Jhamin
Re: vpp In a multipower you can buy a variety of powers that all come from one place, but can only be used one or two at a time. You might fly or shoot energy, but if they are in a multipower they cannot be used at the same time. In exchange, the powers that are in a multipower together are all much cheaper. A VPP allows you to have whatever powers you need as long as it fits your concept and doesn't violate the limits on the VPP. If you need to fly, you can use your VPP to buy that power. If later on you needed to shoot energy, you can trade in your flight and buy the blast. Later, if you decide you need to be able to tunnel underground, you can trade in the blast and buy that power. VPPs are usually appropriate for characters that can do just about anything in their area of specialty. Characters like super-hero wizards or gadget men that can build whatever device they need to win.
Alric
Re: vpp The fundamental difference is that Multipowers are set, you buy the powers in them and that's what you've got. VPPs on the other hand can be redefined as the player wishes, within the chosen limits set by the advantages and limitations. Classic examples of VPPs are Batman's utility belt, he always has the proper gadget (good thing I had my Bat-Shark Repelant), and the magic user who can cast what ever spell she can think of at the time.
