It could be part of the penthouse floor of Bruce's hotel. Let's see, besides Bruce's apartment, there are four penthouse suites, each with two bedrooms (each with it's own bathroom), a sitting room, and a kitchenette. Six elevators serve the floor. Four are the regular elevators, one is the private elevator Bruce, Barbara, and Alfred use, the last is the service elevator. When Bruce throws a party, he uses one of the hotel's large function rooms on the floor below. Although he doesn't have to pay to rent the room, he pays for everything else. Of the three, Alfred has the most contact with the hotel's housekeeping staff. Barbara chats with whatever staffers she meets while running business-related errands.
