DCV from Velo, or normal DCV?

I would like to hear your Opinion on this:

 

A Character altitude 25", Noncombatvelocity of 40" (SPD 2), does not suspect an attack.

Archer shoots at the Character, OCV 7, RSL 2, Medium Bow.

Modifieers: Suprised 1/2 DCV, Range (25"-32") -6, RSL +2

 

Velo-Based-DCV- Table, 80" -> DCV 5.

Noncombat-DCV -> (9/2)

 

If the character stands still, he would be easieer to hit than moving. Should he gain a bonus to his DCV, since he moves?

Does the Character have DCV 5 because of his noncombat DCV, an other DCV because of a half velo bonus, or 10 because you would add the two together?

 

Thoughts, Feelings, Opinions - anyone?

DCV 5. The Velocity-Based DCV rules are primarily intended to replace a character's DCV (particularly at Non-Combat Velocities) IMO, so they should always be used at full value and not halved. I also wouldn't double them if the character managed to have a very fast Combat Velocity, but I would probably still apply modifiers such as those due to Size (maybe halved, but I always have a problem with halving size DCV modifiers, so just do this as you will) and maybe CSLs (but if so then definitely halved if moving at NCV).

 

Oh, and as to the general question of whether a character should gain a DCV bonus for moving: well, yes. Moving targets are generally harder to hit. Of course, if you are applying Velocity-Based DCV for the moving character you should also probably apply it (if it is better) to any targets (s)he attacks while moving (it is relative velocity that matters). So while moving may make the character harder to hit, it will also likely make attacking more difficult as well.

A character who is moving is also not able to react as quickly to incoming attacks, due to having inertia to overcome. The unspoken assumption in the system is that -- failing something like a Flying Dodge -- the factors of inertia and "it's harder to hit a moving target" cancel each other out for the most part. Simply being in motion doesn't grant a character DCV bonuses until they're moving so fast that their very speed makes them harder to hit than any amount of nimble reaction would make them.

 

In other words, they get to use their regular DCV, or their Velocity-Based DCV, whichever is higher. But that's all. No additional DCV bonuses for being in motion.
