There were suggestions for ghosts and incorporeal beings/spirits in the earlier editions of Fantasy Hero - possibly that might be a place to start? Otherwise, I'm not really sure. In Transhuman Space, they are Illegal as well. Also, they do have a vessel almost all the time. Whether its a computer, a wearable interface or a cybershell, these can all be handled as vehicles. One power I am going to make infomorphs purchase is the ability to be uploaded via radio or laser to any computer they have access to. This will be very expensive, amounting to a Teleport megascaled to the entire solar system that takes light-lag into account. 5.3 hours to Pluto, anyone? Assuming they can be hacked and altered by skilled infomorphs and organics alike, I think a series of designs for Cybershells, Bioshells and Wearables will give a PC plenty of vessels, lots of versatility and plenty of fun without being too insane. Sounds to me like you really interested only in when they're in a solid shape so maybe just go Multiform.
