In the end I would use both.

 

a Limtation on STR to show it is Limited compared to normal STR.

And at the very least a Social Limitation "The guy who breaks everything"

I think that would acutally qualify as a Reputation.

 

Though arguably it could also call for a Physical Limitation: "Accident Prone."

Maybe any of the three, or all three.

 

Reputations I tend to use for rumors that may not be true, but everyone believes them anyway. Social Limitations are things you can't get rid of without some extreme work.

 

For instances: Social Limitation - Dwarf. Reputation - Drunken Braggart.

Because all Dwarves are Drunken Braggart's it's assumed your Dwarf is too, along with all the other baggage of being a Dwarf in the campaign (make up some stuff about not being treated right, etc). Even if your Dwarf not only isn't a Drunken Braggart, he's sworn off ale since that incident involving the pine tree. So he's expected to get fall down drunk and tell amazing exploits about killing dragons with toothpicks.

Kind of a subtle difference.

 

For the STR, I could see either a Soc Lim, Phys Lim or Rep - quite possibly two of those three.

And if you think having 30 Presence is way too obvious:

+1 Invisible Power Effects. Now if he does not speak, it's not there. If he says something, everything is baffled and cannot quite place why they are. But I think this is cumbersome. It's not like you can not "deactivate" 20 of your presence and run around with 10, is it? You can also only use 10 STR if you have 50.

 

Yes you can. It's called:

 

3 Acting (9+30/5 = 14-)

 

Or the GM can just let people use less PRE for general day-to-day stuff and only require an Acting roll when under stress or in an important situation.
