IST Seacouver, Washington

The IST world is a campaign universe, written by Robert M. Schroeck, for GURPS Supers, which is published by Steve Jackson Games. It can, however, be used with any gaming system.

 

Seacouver is this world's version of Seattle.

 

The history of the world in the 1990s can be found on Robert's site at http://www.eclipse.net/~rms/ist1990s.html.

 

Then, there is the history that occurred between the end of the 1990s and present day. Some of it isn't pretty and there are a lot of crossovers.

 

In June of 2003, an earthquake dropped the small town of Sunnydale, California into a crater.

 

In May of 2004, the Sunnydale Crater National Park was created.

 

In June of that year, dragons and what appeared to be an army of demons attacked Los Angeles. They were repulsed by IST Los Angeles and others. Captain Jim Brass of the Las Vegas Police told how their police department had been training Slayers for law enforcement forr about a year and their intel claimed that someone had brought dragons and demons from somewhere and had lost control of them.

 

The United States Government's National Intelligence Division stated that the Slayers had destroyed a top secret project of theirs and ordered all Slayers abnd their associates to turn themselves over to them or else. The Head of the United Nations Security Council revealed to the public that the NID's project, The Initiative, was capturing demonic beings and using them in creation of illegal supertroopers. He then showed the world a picture of Adam, which Dr. Maggie Walsh had built and passed out copies of documents retrieved from the Initiative files.

The NID kept trying to get Slayers, and kept getting defeated. The IST, police, and agencies in various countries caught them. One group was caught by le Chat Noir, of France, a flamboyant cult figure who refuses to seriously hurt either people or property.

 

In 2006, two weeks before Superbowl Sunday, All eyes were focused on Seacouver when a woman turned Cindy Martin, her daughter'sc arch rival, into a cougar. The police arrived, followed by the NID, Senator Robert Kinsey, and the IST team that just happened to be in the area.

 

When the NID was ordered to stand down, Kinsey refused, saying that this was their job and that Cindy and the witch were going to be dissected and studied. He added that all United States intelligence and law enforcement agencies were going to be merged into the NID, all superheroes were going to be forced to join it or be declared criminals, and that the United States was going to leave the United Nations, evict them from United States territory, and demolish their buildings.

 

In the ensuing fight, the witch exploded, the NID agents were arrested, and Cindy sunk her fangs into Kinsey's right thigh after he hit her mother. The police took him into custody after talking Cindy into letting him go.

 

The United Nations, Seacouver Police, Cindy's mother, the Supreme Court, and Congress condemned the NID's actions. The House Minority Leader stated that he was going to request impeachment proceedings be started against Senator Kinsey. The next morning, the incident was the talk of the White House Press Room.

The next week, it was announced that James Marshall, the junior senator from Maryland, who suffered from relapsing-remitting multiple sclerosis, had been taken to the Johns Hopkins University Medical Center after being found unconscious in his living room. The President hoped that Senator Marshall, who had a PhD in education and was the author of a number of books and articles on education, would soon recover. By Wednesday, the senator was recovering at home.

 

Four members of the President's Cabinet flew to Denver for the Superbowl. Moments after the kickoff, a nuclear bomb exploded, turning Denver and the surrounding area into a crater. With the governor dead, the lieutenant governor, who had been visiting relatives in Colorado Springs, activated the National Guard.

 

Dubya wasted no time in naming Jim Marshall the new Secretary of Education and ordering Congress to declare war on the nation that he said detonated the bomb. When questioned, Senator Marshall said that he welcomed the chance to be the Secretary of Education, but wasn't sure who blew up Denver. Congress agreed and refused to declare war without proof.

 

Enraged, and with the support of the Vice President and the Speaker of the House, the President declared martial law. Several congressmen and senators stated that the President, Vice President, and House Speaker should be impeached. The United Nations thanked them for their restraint.

Several weeks quickly passed since the declaration of martial law and there were few changes in the country. Jim Marshall was quickly confirmed as Secretary of Education and sworn in with his family at his side. After leaving the stage, he and his family had a quick discussion with a Secret Service agent.

 

"How did your daughter end up at the circus?" asked the agent.

 

"My brother joined one years ago and married a sixth-generation performer," Jim replied. "Grace and I adopted their daughter when she was 17, after her parents died."

 

Grace, an eye surgeon on the faculty of the Johns Hopkins University Medical School, added. "She's a showgirl and married to the sideshow boss."

 

The President then joined them. Seeing Jim leaning on his cane, he said, "I'm giving a speech before a joint session of Congress next week. I'd like you to be the designated survivor."

 

"As you wish," Jim said.

 

"Good. How are you feeling?"

 

"Pretty good, Mr. President. I've been using my cane more and more, but the doctor said that I should expect that."

 

"I see. Take care of yourself."

 

"I will."

Three evenings after James Marshall, PhD., became the Secretary of Education, the President addressed the nation from the Oval Office. His speech, which ran over one hour, revealed the existence and some of the history of the Stargate Project, which was under Cheyenne Mountain. He also said that all five permanent members of the United Nations Security Council were working together on this project.

 

The revelation touched of a storm of protests from nations who threatened war if the project wasn't turned over to them. Other nations simply wanted to be involved in it.

 

Four evenings later, as Dubya began his address to a joint session of Congress, an airliner took off from Ronald Regan Washington National Airport, climbed to altitude, and turned toward the Capitol Building. By the time anyone knew what was going on, it slammed into the building and detonated, destroying the entire Capitol Complex. With his wife holding the family bible, and his youngest two daughters at his side, James Marshall was sworn in as President of the United States.

In the months that followed, the government slowly rebuilt. Senator Kathryn Bennett became the new Vice President. Unknown to most people, Kathryn is a Xena-style Amazon.

 

She and her husband have a daughter, Ronna, who is living with her mother's parents in Seacouver. The daughter is 14-years old and attends a public high school. In addition to being an Amazon, Ronna's a Slayer.

Some of the stuff from "IST San Angelo version 5.0" will be used with "IST Seacouver". Here is the building description.

 

IST Seacouver is composed of two buildings that are separated by the 15-foot wide alley that leads to the loading dock.

 

Here is the layout of the main building. The second building is the garage.

 

Sub-basement two has the fusion reactor, electrical generator, and water tanks.

 

Sub-basement one has 8 holding cells, the combat simulation chamber, long-term storage, the vault, and the morgue.

 

The basement has the loading dock and assorted offices as well as supplies and storerooms, including the ammo locker.

 

The ground floor has pay phones, a newsstand, gift shop, and a coffee shop.

 

The second floor has the mechanicals.

 

The third floor is used by the powered infantry.

 

The fourth floor has the administrative offices, an auditorium for press conferences, and the PC network, telecom, and cellular radio room.

 

The fifth floor has the personal quarters for the IST supers, labs, library, kitchen, and dining room.

 

The sixth floor has the gymnasium/CSC, showers, infirmary, conference room, labs, technical library, mainframe room, and command center.

 

The roof has elevator mechanisms, satellite dishes, and a helipad.

Here are some IST staffers.

 

Sir John Royal is the team administrator. A soft-spoken career diplomat, he and his wife, Lady Elizabeth live in one of the wealthier areas of Seacouver.

 

Carol West, an efficient woman who is legally blind, is Sir John's secretary. Ginger, her guide dog, a faithful, and well-mannered, a yellow Lab, is always close at hand.

 

Kuntala Singh is the embassy legal attache. Born in India and Harvard educated, she generally wears Indian clothing.

 

Jane Hunt is the embassy public relations officer. A former model, beauty queen, and debutante, she is an excellent public speaker.

 

Mary Anders, a petite African-American woman, is the embassy's head electronics engineer. She's also Panther on The American Gladiators and was a member of the gymnastics team known as The Magnificent Seven.

 

The embassy maintenance staffers wear black coverall-style jumpsuits. Many members of the technical staff also wear them.

In the IST, only two supers can be from the region the embassy is in. In the case of IST Seacouver, this means the Pacific time zone of the United States and British Columbia, Canada.

I have a couple of changes to the above posts.

 

Mary Anders is now Black Scorpion. She's the half-Japanese niece of David Anders, the Chairman of the Board and CEO of the Anders Group. Since she was born and raised in Tokyo, she considers herself a Japanese citizen, not an American citizen. She will get her own thread.

 

David's redheaded daughter, Molly, is the embassy's lead electronics engineer. She races a Lamborghini Diablo for fun and was part of the gymnastics team known as The Magnificent Seven.

 

Sarah West, M.D., a six-foot tall, blue-eyed blonde, is a trauma surgeon and the embassy's medical director. She gave up a chance at the WNBA for medical school and is known as Valkyrie on American Gladiators.

 

The embassy maintenance staff wears black coverall-style jumpsuits and work boots. Some of the technical staff dress that way, too. Others wear black turtleneck sweaters and jeans with work boots. Black leather gloves and watch caps, which may be rolled-up ski masks, are sometimes worn with both.

 

When Mary first noticed the look, she asked Molly, "How many of them are channeling their inner cat burglar?"

 

"A lot of us, including me," Molly replied.
