Lord Liaden
This is Steve Long's official response to a similar question in the FAQ: Q: For purposes of calculating the DCs of an Advantaged attack, as described on 5E 269-70, which Advantages “directly affect how the victim takes damage A: This question is left for the GM to determine, since different GMs may have different opinions on the issue. The author would probably include Area Of Effect, AP, AVLD, Autofire, BOECV, Continuous, Cumulative, Damage Shield, Explosion, Does BODY, Does KB, Double KB, MegaScale in some instances, Penetrating, Sticky, Transdimensional, Trigger, Uncontrolled, Usable As Attack, Variable Advantages, and Variable Special Effect in his list — but reasonable minds may differ. As I understand it, the Damage Class would be derived from the Active Points in the Power/5, where the Active Points would only include those Advantages which affect the Damage Class. Guest Keneton
Do not count reduced endurance or charge advantages that do not deal with being continous. Also do not count difficult to dispell. I might not count lingering as it really adds nothing to instantaneous atttacks and is more a spell qualifier. More on this in my article on The Effectiveness Rating (DH#3) BTW: I have been saying that a lot lately and feel bad promoting it so much, but it does solve so many of the balance questions on these boards. Killer Shrike
Alternately just consider comparing the Average Damage of the attack vs an Average character with an Average defense across an Average TURN for the attacking character and defending character, whatever the Averages may be in context.
