Limiting the Effect of a "Side Effect" Limitation

Problem:

Player wants a power with a Side Effect, but using the plain Rules brings not the Right Result.

For example:

A Power that only causes STUN Damage* or only causes Body damage as Side Effect

He wants a Summoned Monster as a side effect, but the Summon should have a Limited duration.

Or he wants to mimic drugs adiction. The Drug works no matter if you suffer the adiction effect or not, but you do not always risk adiction so a Required Roll + Side Effect would not work. But a Side Effects whose Effect only works on a Roll might work.

(* I know we could do the first with Drain STUN as Side Effect, but sometimes you want to/have to use normal Damage for it)

I will first tell you how I would do it:

When determining if a certain Side Effect is "enough" to allow the Limitation Value of a Minor/Major/Extreme Side Effect, the Active Points and Real Points of the Effect must be at least as high as the Minimum for that Side Effect Level

Example:

a 60 AP Power with Minor Side Effect would need 15 AP of Side Effect.

So 3d6 Normal Damage would be okay.

A 6d6 Normal Damage Effect would count as Major Side Effect

But, a 6D6 Normal Damage (30 AP) effect with a -1 Limitation (15 Real Cost) would only Count as a Minor Side Effect.

One problem is of course finding the Right Values (they have to be valued from the Viewpoint of a Side Effect, wich get's total ignorance of defenses for free).
