Maybe the cost of buying more pool points than reserve points is slightly overpriced? Or maybe the VPP is underpriced. All I know is that it's been very awkward every one of the many times I've tried to build a VPP that acts like a multipower, regardless of which method I use. Maybe this calls for a Variable Effect(Slots May Be Changed At Base) +1/2 advantage on a Multipower reserve instead? The focus lim works more reasonably, since the only way focus works on this VPP is if you buy expected real cost X number of slots worth of pool points. He can only run the slots he has enough real points to cover at the same time. He has 12 available slots, where an unlimited VPP would have unlimited slots.
