With a large number of players, I don't think I'd want a lot with 5-6 SPD, and some outliers at 4, as they're likely to find the wait between actions painful. That might be the group where I'd want the players to all have the same SPD, and give up on the variable SPD's aspect of Hero (although I could see "All PC's have 6 SPD; Agents will have 3 SPD, maybe 4, low power Supers may have 4-5, and some exceptional opponents may be 7+, maybe well above 6"). I was in a not so much game as a battle. My one friend had a brand new character of speed for and because there was so many characters thst went before him, he has now a bad taste for hero.
