Adding Modifiers to Base STR + Limitations

I'm trying to do a brick shockwave Power in HD, for a character with 65 STR. 

 

I used Characteristics: STR and checked the box for Adding Modifiers to Base Characteristic.  I then added Modifiers for AoE (28m Explosion) for +1/2, and Hole in the Middle for +1/4.  This came to 49 Active Points, 49 Real Cost.  No problem there.

 

However, when I added Extra Time (Full Phase) for -1/2, it went to 11 Real Cost, when I expected it to go to 33 Real Cost.

 

And when I added Limited (only vs. targets on the ground) for -1/4, it went to 0 Real Cost. 

 

What am I doing wrong here?

You're applying those Modifiers (both the Advantages and Limitations) to your STR. All of it.  So the character would have no STR unless they spent a full phase preparing, and then only against targets that were on the ground.

 

You're looking for a Naked Modifier, with the Advantages applied as the Naked Modifier and the Limitations applied to the Naked Modifier.
