Toy Boy's Tazer Darts. How Would You Build Them.

While I have an idea about this weapon, I want to get the assembled herodome's opinion on it.

 

What it is: It is a plastic gun which shoots suction cup darts which stick to the subject. If the subject attempts to remove said dart, it will deliver an electric shock. If someone attepts to remove it, it will also deliver an electric shock to both the victim and the one grabbing it. If Toy Boy feels like it, he to can activate the shock attack.

 

I know how to build the shock attacks, They are NND, Sticky Energy Blast on a Trigger. In fact, they are multiple Energy Blast on multiple Triggers  (one for the hero trying to yank it off, another for when someone else tries it, a third for when Toy Boy triggers it himself). But I was wondering...do I need another attack to 'place' it on the victim? I was thinking a cosmetic Transformation on a NND and Charges (it is a suction cup dart, after all).

 

Finally, should the triggers be in a multipower with the cosmetic Transformation?

I wouldn't buy multiple blasts.  I suggest upping the trigger advantage level so you can have multiple triggers (when removed or when Toy Boy triggers it).  The ability of the damage to hit both the original target and someone who tries to pull the dart off is covered by Sticky, imo.

 

I wouldn't bother with the cosmetic transformation either.  It's just the special effects of the suction cup based weapon.

 

Generally, I would recommend towards the simplest solution possible.  Over-complicating power builds is a common malady.
