It's almost a jazz jam-session feel to the concert.

The DCs definitely do not apply to Tunnelling, and it is likely, if you have a reasonable STR and a few DCs that you will have all of your maneuvers at the max HKAx2 level. I would say that you need to purchase HA to get normal damage attacks with the sword, although you likely only need a small amount to get to the campaign DC limit with your most powerful manuever. (I don't know what the limit is for you, but 15 STR + 4d6 Manuever + 4 DC = 11d6 and for a "standard" starting campaign, +1d6 HA puts you at the 12 DC limit) As far as other powers: How about a Dispel against guns/blasters/etc defined as cutting the barrel off? (possibly instead of the tunnelling), the HKA damage shield (See Shugoshin: CU) is also an option, for a Zorro feel, how about a Cosmetic Transform: Normal person to person with "Z" shaped scar on chest? (May be inappropriate for some games, other letters optional). You can always watch Zorro, Three Musketeers, or any Errol Flynn movies for ideas. Hope that helps.

Having never played in a campaign with normal characteristic maxima, I can see where the cost would be a lot more reasonable in those characters. However, in superheroic campaigns, it always seemed to me that CSLs let you build capability without violating character concept, but at a steep point cost.
  15. Re: Overall Levels are they too good or not good enough? I think that the 10 point overall level is fairly priced, but the combat skill levels are a little steep. Consider that for 8 points you get +1 with any one combat action. For 6 points (holding SPD fixed) you can get +3 Dex and thus +1 OCV and DCV, covering most of the uses of all combat skill levels for just 1 point more than a +1 DCV or OCV with HTH or Ranged combat, plus the effects of +3 Lightning Reflexes (another item I think is overpriced). Just my perspective.

Several Points: First, sorry to dissagree with Trebuchet, but water at sea level is about 800x more dense than air at sea level (1000 kg/m^3 vs. 1.2 kg/m^3), so by this logic the character should lose about 99.88% of his/her speed underwater. Second, staying in the water at this speed is a "real" concern. If the character has a speed of 5, they are travelling at 417 km/second, or about 50x orbital speed, so they will rise into outerspace quite rapidly unless they conciously decide to stay in the water or atmosphere (speed overcomes gravity..., see every spacelaunch). Third, again sorry to disagree with Trebuchet, but this character, moving at this speed is a 100 kg comet, expending terawatts of power into the water, much of which would be reflected in a rise in the water (roostertail) above them. I think they would cause significant waves, probably up to tsunami standard. Even a jet-ski has a significant wake, and it moves at 20-30 kph. All that being said, it is a comic book game, but a character with that kind of speed should probably only be able to use it in outer space. After all, even with going into space they could fly around the world in under 2 minutes, so why not travel in space to where you need to go, then fly in the atmosphere/water at non-Megascaled speeds.
