    The USA has more people infected per capita than all but three other countries in the world. And two of those are postage stamp-sized countries barely worthy of being called a country.

     

    You can look at South Korea which had its first COVID patient identified as on the same day as the first patient was detected in the US.

     

    South Korea has had 156 people infected per 100,000.

    The US has had 8170 people infected per 100,000.

     

    And that's from the very same starting point. One of those country's response to the virus was more effective than the other.

     

    Or you can look at it another way: the USA is 4.25% of the world's population and has 20% of the COVID deaths. So you're 4.7 times as likely to die from COVID if you're in the US than if you have been living in other parts of the world.

     

    Considering the US has a much better healthcare system than many places, a difference that big is explained by a bungled response to the virus.

     

    Now would Biden have screwed up that badly?

     

    The short answer is "no". A longer answer is "hell, no".

     

    We've discussed at length the Trump administration's obsession with snake oil cures, silencing the CDC, Trump flatly contradicting statements from healthcare officials, and many other things.

     

    If you want to discuss that, go back and pick out one of those conversations and ask a question about it. I don't think anyone has the patience to walk you through a year's worth of daily conversations about the Trump administration's deliberate mishandling of the COVID crisis.

    South Korea is not Biden.

    You are correct, we don't know how many would have died under Biden...hell, we don't know how many actually died under Trump because he managed to politicize a pandemic and usher in a post-truth era (the actual numbers are looking to be significantly higher).  What we do know is that the numbers under Biden would have been significantly less since there has been zero indication that he would have dismissed the pandemic...much to the contrary, he and Obama prepared for one. Any response would have been better than what we had and we had the potential to be world leaders in response (vs. leading the world in dismissing the pandemic as a "non-concern").

    Those are not mutually exclusive factoids...and I would strongly encourage you not to post intentionally misleading graphics like that.

    When you are dealing with a predecessor who implemented massive policy changes through executive order and dealing with an immediate massive humanitarian crisis (the pandemic, which we have bungled on an epic scale) executive orders are needed to both reverse prior policy shifts by Trump (not Congress) and to bring the immediate action required to start bringing the pandemic under some modicum of control.

    Frankly, I don’t even know how my initial question could possibly be construed as disingenuous.

    I don’t really understand your Chsnge Environment suggestion.  What exactly would the Change Environment do?

    Usable on Others allows a power to be used by someone else.  For example, an 8 point Combat Skill Level bought at the base Usable on Others allows the character with the CSL to give it to another character.  Usable on Others can apply a larger advantage modifier to allow both character to use the CSLs simultaneously or to enable 8 characters (or more) to use the power simultaneously.

I’m building a Super Soldier in 4e.  He was a US soldier in Afghanistan who was killed in an act of heroism saving a bunch of native students at an all-girls school from an IDE.  He post-humously received the Medal of Honor and a Purple Heart.  He was then turned into a cyborg by the government. He’s a Super Patriot Super Soldier.   Named “Chain Breaker,” he is a gay, black man.  Like Captain America, he’ll have very high Presence and Hand-to-Hand combat. He’ll be a cyborg more like Steve Austin than the classic Victor Stone, though he will have an onboard computer like Midnighter. 

     

    As a Super Soldier, I want one of his really standout powers to be his tactical acumen.  He’ll have various minor powers requiring a Tactics skill roll.  The effect will put him in the same general flavor as a DND Warlord.  He can spend his actions making his teammates fight more effectively.

     

    I’m having problems coming up with ideas for these powers, though.  I’ve got only three ideas so far.  The first one is an 8 point Combat Skill Level Usable on Others (up to 8 characters simultaneously) costs END, requires a skill roll: Tactics.  The second one is Combat Sense, Usable on Others (up to 8 characters simultaneously), costs END, rsr: Tactics.  The third one is Mind Link (8 characters), requires gestures throughout. rsr: Tactics, characters must see each other.

     

    Do you have any other ideas?

    I'm the player in Nedoking's campaign.  I am playing a stretchy-bouncy "Rubberband Man" archetype.  I'm looking to build a power called "Bounce."  

     

    Here's how I built it

    0.25 Trigger (uncontrollably stikes an object which does not take knockback)
    -0.5 Linked to Absorption
    -0.5 RSR: Breakfall
     
    So, the question is, if I were to take 12 points of Body in Absorption, how far should I be able to bounce?
     
    I want to say that Nedoking is an excellent GM.  Instead of telling me "no" outright, he said he'd take the time to think about it and he did.  When he was still uncertain after a week, he posted here.  
    I'm going to go with whatever he decides, but I think that this discussion might benefit from presenting the real world build the question applies to.
