    If you go with a higher ranking individual as the real leader of the bn I have always liked the name

     

    Major Victory, nice double meaning, has the military rank. Both Marvel and DC do have a character named it, but both are fairly obscure IMO, so should not be a problem. And it has to my ear the sound of a name the US Military would give a super hero...

     

    I think it should be Colonel Victory, because of course, the promotions board didn't quite get it and promoted him for saving the president or something, and now politicakl reasons are stopping promotion to "General Victory"

    Simple. If he's US military, then the way he wins is with firepower and boots on the ground. See, the military isn't about being brave and proving which side is better, it's about getting the job done, no matter what.

     

    Just have him ambush the upstart kid in his civvie ID, when he's alone and unarmed and the Sgt isn't, and administer some wall-to-wall counciling.

    If you want inspiration for military bad guys, look into the attitudes shown by the officer class duing world war 1. "choke the rivers with our dead" has long been considerable strategy by those who don't have to die to do the choking. If you can get hold of a copy of some of the "charleys war" comics, that'll help.

     

    The thing to remember, is that the military is a hierachy, so you have to consider weather or not your bad guy sees himself as their superior or not. If he does, he'll try to make sure they get the worst assignments, the ones with no glory and much risk. Sooner or later the opposition does your work for you. If he see's them sas equal or superior to him, then he needs to make sure that he knows when they screw up, and snich to their superiors. This tactic will make him hated by your players, as no one likes a snich, and well pc groups screw up a LOT.

    Make chip the main character, and take Amazing man as a slightly lower powered duplicate. Then give Chip a load of IPE indirect powers he can use to aid amazing man. Chips really the one doing most of the work,subconciously, with his awsome psychic powers, Amazing Man just flies, draws fire, and hits things.

     

    Alternately, if your GM is not too fussed about active point limits, you could just make Amazing man out of Images, and take the physical manifestation (Amazing Man does it) on Chips indirect powers.

     

    The key point with both of these builds is that they give the player fullcontrol over both characters, whereas with summon or taking Chip asa DNPC, one would be controled by the GM.

    When you avenge a wrong, you set out to prevent the wrongdoer from doing it to others. Avenging is an act of protection.

     

    Revenge is simply paying back pain with pain, often disproportionatly. It's an act of selfish violence.

    Magic and a longbow are mechanicly different in HERO. Longbows have the Real Weapon limitation, spells typicly don't. The Real weapon limitation simply states that you can't do anything with the weapon that you couldn't do in real life, and you need to look after it (I.E no walking around with your longbow strung all the time). If you enforce this limitation then the spells have loads more utility- you can knock down doors with your magic missile, which you can't do with the longbow, use the spreading and bouncing rules (other limitations on the spell not withstanding) ect.

    In my games, magic comes in two seperate, but related forms:

     

    1: A set of techniques that can be applied, in the right circumstances, to get what you want out of the universe.

     

    2: A natural ability of sentients to manipulate a certain form of energy through force of will. This energy is ambiant in most areas, and those who have studied extensivly can also chanel it from other planes of existence.

    The Cainite, from urban abyss, has a continuous PRE drain justified by the long- term effects of being around someone that scary. That could be a good power, only more based on the slow -dawnig realization that the clown is absolutly insane and could do anything.

     

    75% PD/ED damage reduction, only when it's funny.

     

    Actually, he should have a lot of powers with that limitation. Just not all of them.

    It doesn't matter how many mutants there are. It matters how accurate the IHA mutant detectors are. If they are 99.9% acurate, that means 1 in 1000 people is going to read as a mutant when they are not. And get lynched.

    ballerina man being a potent combatent due to his gracefull dancing (covered in part by above average dex) giving him both higher OCV and dcv.

     

    One of the toughest men I ever new was a ballet dancer (Ballerina is a feminine term IIRC)...

     

    anyway, you can build a ballet dancer with dex 10 (average is 8 remember) and just a high ps dancer. also, even if he has dex 18, it's not dgoing to help much if he has str 10, no martial ats andno weapons familiarities, maxing his attacks at 2 dcs barehanded or at ocv 3 with a weapon...

    Back in the 4th ed suppliment Murderers Row some members of the first international church of satan tried to sucker Harbinger into attacking a fake human sacrifice at (iirc) st ignatus belltower. The plan was to use a ritual to exploit the dimensional rift caused by harbingers weapon-teleporter tech to summon demons for fun and profit. Harbinger figured it out in time, the ritual went wrong, and the result was a bunch of dead satanists and the creation of the Movie Slasher from spare magical energies.

    Black Paladin, Black Harlequin, Talisman and the Monster

     

    Strike fear into their little PC hearts.

     

    Have the Paladin and the monster guard/ terrorize the prisoners, while harlequin raids the vault. Stick talisman disguised as a hostage in the main room and have her disrupt the heroes attacks with befuddlment, and domination.

    Use the monster to cover the others escape.
