  1. This looks like a 5th Edition build to me though---in 5th Ed., IIRC, base stats were 10 for NPCs. I may be misremembering due to too many editions running around in my brain.
  2. I would just build this as TK with AOE and selective target. As when someone is cooperating, they wouldn't resist it with STR but cooperate, I would rule that as long as you have enough TK STR to lift each person's weight (comparing your TK STR to individual mass, not to the cumulative mass of the team) (and 15 should accomplish this easily, unless Bad Fattitude is one of your teammates), you could carry the entire group.
  3. You can do an EMP pulse a couple of ways: EMP Pulse-2d6 RKA, Penetrating X2 (+1), AOE-16m Radius (+3/4), (-1 1/2) Only Versus Electronics (-1/4) no KB. This works fairly well and most "typical" electronic devices will get blown to smithereens. Active Cost-82, Real Cost 30. EMP Pulse-6d6 Major Transformation-Functioning Electronics into Broken Electronics, (+3/4) AOE-16m Radius, (-1/2) All or Nothing, Active Cost-105, Real Cost-70. Personally, I think the RKA is the best way to mimic it. A few other ideas: Forced Air Bursts: 20 STR TK, Affects Objects as a Whole (-1/4), Instant (-1/2), Can Only Be Used to Shove or Disarm (-1) (by the rule book, you would need to buy shove and disarm with Telekinesis as a weapon element. If I were the GM, I wouldn't require this but instead allow you to use disarm and shove as the default manuevers instead of Grab and Strike). Active Cost-30, Real Cost-10 Mercy Bullets: 10D6 Blast (+0) Stun Only, 50 Active Points, 50 Real Points. Taser Bullets: 3d6, 3 PD, 3 ED Entangle, Takes No Damage From Attacks (+1), Cannot Be Escaped With Teleportation (+1/4), Time Limit-5 Minutes (-1 1/2), Resisted with CON, not STR (-1) (roll 1D6 per 5 Points of CON to break free), 67 Active Points, 19 Real Points Adaptive Bullets: 10D6 Blast (+1/2) Variable Special Effect, Active Cost/Real Cost 75
  4. I would disagree with female characters having higher DEX and EGO---I am curious as to your rationale for that. Also, why do men have above average STR for men while women have average STR for women? IIRC, Hero System used to have men's base STR at 10 and women's base STR at 8. I would suspect that any physical training program that increased men's strength above average (to 13 in your package) for men would also increase women's strength to above average for women. Biologically speaking if you feel a need to create a gender difference, I would have DEX and EGO be equal while men would have higher STR and women higher CON. For example, male agent STR 13, female agent STR 10. Female agent CON 13, Male agent CON 10.
  5. If someone pays points for wealth, it should have some in game useful application. I wouldn't make someone pay both points for the wealth perk AND points for some kind of purchasing power VPP. In earlier versions of Champions, wealth was specifically addressed as an optional rule for super hero campaigns specifically because the rule of "pay points for everything" makes the wealth expenditure a pretty expensive choice for something that is just a bit of character background.

My name-developing strategy (developed due to my umpteen thousand alts on City of Heroes) is basically to do Google searches on topics related to the character's powers and see if I can use, modify, or combine them to make a name. For a character with solar powers, I would search physics terms, astronomy terms, astrophysics terms, and sun gods/solar mythology. Also, don't forget prefixes like Captain, Mister, Ms., Miss, Commander, etc. and suffixes like Man, Woman, Boy, Girl (or, if you read Legion of Superheroes, Lad and Lass). A few terms that come up in the searches include Apogee, Surge, Sunburst, Starshine (a name I use for a light-based hero of my own), Celestial, Continuum, Corona, Eclipse, Flux, Equinox, Flare, Halo, Spectrum, Solar, Sunrise, Sunburst, Pulsar. I like alliteration for combination names, so Captain Continuum, Celestial Commander, etc. work for me.
  7. Re: Super hero one liners The character was Knockout, a female brick who adventured with her brother, also a mutant who could manipulate gravity. When assaulted by a tattoed thug, she responded: "I hope you're not as dumb as you look, because I would feel bad about beating the crap out of a mongoloid."
