Since this is a draft, there will no doubt be errors and typos. I am also sure that things can also be made more clear or expanded upon. So your comments and suggestions are most welcome. I have seen how the game rules can be overwhelming to new players. To me, the key to creating Champions characters is Character Conception. IMO, this concept was perhaps explained and presented best in the first part of the 3rd edition Champions rulebook, before there was a move towards a universal Hero System. I tried to do a bit of a walk through and to put into words my own thought processes as I go from step to step. Perhaps a reference can be added, though I expect that the rulebooks will also have this advice and I am not trying to re-state what is already in the rulebooks. In my gaming group, we have had multiple GMs. We also would bring our Champions characters to conventions to play in games run by other GMs. So for us, the default campaign was assumed to be the Champions Universe, with each GM having his or her variations from that. We created Champions characters at the standard power level so that the characters could be played in a game run by any of the GMs, or at conventions. Also, Tasha's "How To Create Balanced Hero System Characters" discusses this. I do have some references sprinkled within where the player is advised to check with "your GM" regarding CP totals, power level, and such, but I have no specific point about it.
