Below is my character known as Naga who is what I took my name on this site from.   I would like to know what you think of what I have so far on the Naga and what I can do to improve him.

Naga

Also Known As: Ustadha
Real Name: Gautam Shankar
Race: (Formerly Human)
Ethnic Background: Indian
Disposition: He is a curious person.  He is a quite insightful person.  He has an appreciation for precision and accuracy.  He is very organized.  He really loves freely speaking his mind.  He has a tendency to become fixated on something in particular, sometimes ignoring well-meant advice and warning signs in his desire to plunge ahead.
Physical Description:
Half Human/Half Snake Form: A tall male creature that is eight feet tall slithers in.  You notice from the waist up he has the body of a powerfully built Hindu man with olive-green scales and black blotches that run the length of his body.  His round unblinking eyes have round pupils, golden irises, and black scleras.  The top of his mouth has four rows of recurved teeth and extremely long fangs while on the bottom of his mouth are two rows of recurved teeth.  His long tongue is forked.  A deep pit is located in the loreal area between the eye and the nostril on either side of his head.  Each one of his six arms holds a long sword if it were an extension of his body.  From the waist down you notice he has the body of a twenty-six feet long constrictor.
Mutated Form: Naga resembles a huge serpent that stands eight feet tall and is twenty-six feet long, covered in olive green scales and black blotches that run the length of his body.  Along his back, he has a thick, bone-armored hide.  His head resembles the head of a king cobra.  A single, large hornlike scale is found over both of his eyes that glow with a lurid yellow light.  The top of his mouth has four rows of recurved teeth and extremely long fangs while on the bottom of his mouth are two rows of recurved teeth.  The inside of his mouth is ink-black.  Six humanoid arms, also covered in scales, protrude from his body below his neck.  Each hand has three clawed fingers and a clawed thumb.
Height/Length:
Half Human/Half Snake Form: When standing "erect," the top of his head is eight feet off the ground and another twenty-six feet of snakelike lower body trails behind the creature.  That makes him thirty-four feet in length.
Mutated Form: His whole body is thirty-four feet in length.
Weight:
Half Human/Half Snake Form: 1,360 lbs. (617 kg)
Mutated Form: 1,360 lbs. (617 kg)

History: He was the last-born of the three children to the Shankar family.  He was born in Bhopal, India.
On his tenth birthday, his parent bought him a baby reticulated python.  He named the reticulated python Naga after the Naga from the Hindu religion.  His pet snake was his only friend as all the humans in his life treated him like crap
While growing up he loved hearing about Shiva and the Naga from Hindu mythology.  He would also wish that he could be a combination of both Shiva and the Naga when he grew up. At night he would dream that he was a half-human/half-snake creature with six arms.
After graduating college with a Masters Degree in Herpetology and toxicology he was contacted by Viper.  He was recruited by a member of Advanced Scientific Processes while he was worshiping at a shrine dedicated to Lord Shiva near his home.  What made him join Advanced Scientific Processes was the representative for Advanced Scientific Processes talking about their snake research program.  He likes science and loves snakes.  Unknown to him at the time was Advanced Scientific Processes was really creating snake-based super soldiers to test the viability of Viper creating reptilian super soldiers.
When he first started out working for ASP he was to take care of their serpentarium.  Taking care of ASP’s serpentarium meant that he had to feed, milking, and weigh and measure all the snakes in the serpentarium.  The serpentarium housed some of the heaviest and longest measured snakes ever to be found in the world.
During his free time from working at the serpentarium, he would hang out in the research area and try to make himself useful so that the scientists don't shoo him away.  He was hoping he could move away from working with the serpentarium and do his own research with snakes.
When he heard that ASP was starting their snake super soldier trials five months after he started working for ASP he jumped at the chance to be one of the volunteers for the trials.  ASP choose him as one of eighteen people chosen by Advanced Scientific Processes to be a test subject for their latest snake research project which would test the effect of combining human DNA with snake DNA.  He was chosen due to his eagerness to volunteer for the trial and for the fact he was expendable.  He was injected with the DNA not just one snake but with the combined DNA of the deadliest snakes. This DNA cocktail including the DNA of constrictors.  The cocktail causes his body to change into a more snakelike creature. First, his tongue became forked like that of a snake which allowed him to target and track prey.  Then his eyes became round and unblinking eyes with round pupils, golden irises, and black scleras.  Next, his teeth became hook-like and he grew the venomous fangs of a Bushmaster that allow him to inject the venom of an Inland Taipan into his victims.  After that, a deep pit located in the loreal area between the eye and nose grew on both sides of his head.  These two pits gave him infrared perception.  Then his skin became scaly which gave him the ability to withstand physical damage by increasing his skin’s resistance to damage.  After all the changes the cocktail did his body Advanced Scientific Processes made two changes of their own to his body.  The first change to his body that Advanced Scientific Processes made was to give him two more pairs of arms which allowed him to carry and use more weapons than he normally could use and carry.  The second and final change that Advanced Scientific Processes made to his body was to replace the lower half of his body with a serpent body and tail.
It’s been two months since he was transformed into a half-human/half-snake and he has finally gotten used to the feel of cold stone on his lower half.  While slithering down a hallway he noticed a door slightly ajar. Something was moving on the other side, but he couldn’t tell exactly what it was. His curiosity got the better of him and he opened the door all the way.  What he saw was a female creature somewhat similar to the way he looks.  She had six arms and the lower half of her body was replaced by that of a snake, like him.  She turned as she heard the door opening and he saw a beautiful face with penetrating emerald green eyes and cupid bow lips framed by light red hair.  Realizing she was not alone her wings flared out, revealing green leathery wings that were as graceful as they were dangerous.
While working late one night five months after being turned into a snakelike creature he overheard that the company that Draconis would be would come here.  Interested in who Draconis was he thought he might spy on Draconis to find out more on him.  When the day came for Draconis to appear, he followed him around listening to everything he could hear without getting caught.   The first thing he overheard while following Draconis was Advanced Scientific Processes was really a shell corporation of VIPER which was a criminal organization.  Next, he heard Draconis say that what VIPER scientist did to some of the people including him to test their latest snake research project was not permanent but instead he and the others involved were mutating into more snakelike creatures.  In the afternoon while he was in a VIPER lab, the same day Draconis was visiting Advanced Scientific Processes when he overheard Draconis talking to a scientist.  What he heard Draconis and a scientist talking about was they were talking about how the creature he was in love with was just the start of an army of drakaina.  After overhearing all of this he decided to found some who could help stop his mutation and the others that were mutating just like him even if it meant defecting from VIPER.  He also decided that he needed to found people who could help him stop Viper and their army of snake creatures and drakaina they were creating and save the creature he loved.  After doing some searching for a month for a scientist or scientists and people who could help he decided the best thing to do was to defect and start looking for help without having a criminal organization such as VIPER constantly looking over his shoulders.

It’s tough to assess a character in a vacuum.  Campaign standards are what he needs to measure up to.  My comments are based on a typical 400 point Supers game, which normally revolves around 12 DC attacks.

For such a campaign, the character is very weak defensively.  With 10 PD and ED, resistant, a typical campaign killing attack (4d6) will do some BOD, and a 12d6 normal attack will pass 32 average STUN past his defenses, Stunning him.  A second hit and he’s KO’d.  That’s exacerbated  by the fact that, with a DCV of 3, he is pretty tough to miss.

A 15 PRE is also pretty low.

He’s pretty slow – a 4 SPD is about as low as Supers tend to go, and he’s at the bottom end of the CV scale as well.

The Fangs KA should be 2 1/2d6 with STR – I’m not sure how you got 3d6+1.  He paid for 2 DC’s and he has +6 DCs from STR.

He is designed to kill opponents with the two KAs.  That may not be consistent with the tone of a Supers campaign.  The venom is likely to be lethal, but with the time required, only after most combats are over.

You spent a lot on weapon familiarities, ambidexterity and 2 weapon fighting.  Note that, in most Supers games, you spend points on your gear.  If he wants to wander around with 6 swords, he has to pay character points for 6 swords.  But he does not have to pay points for the ability to attack with them with proficiency.

The character won’t be of much use out of combat – where can someone that massive go in an investigation-focused game session?  Again, this depends on the campaign, but most Supers games includes investigation, and situations where the rest of the room doesn’t know these are the Supers.

The reason has Huge Fangs have 3d6+1 with STR is due the that the Hero Designer added the +20 STR from the Coils Power when figuring out the total damage for his Huge Fangs when using STR.

I never saw him as being that charismatic that is why his PRE is at 15.

He has a DC of 7.

The reason I gave a 4 SPD was due to his size.

50 STR would bring the HKA up to 4d6, so something else is odd there.  But the Coils will not add to the KA as he is not Grabbing or Squeezing.

The mechanical issue this creates is that a 15 PRE will be pretty easily slowed or cowed by PRE attacks.

He has a DCV of 7, at a cost of 20 CP, but everyone gets +4 OCV to hit him due to his size which is effectively a DCV of 3.

Which is fine.  Recognize that he will be a very slow Super, if playing in a typical Hero Supers game, as most have a SPD of 5+.

What if I change the way he looks from him having the upper body of a Hindu man with six and the lower body of a constrictor to him being a humanoid snake?  Below is a how he would look like as a humanoid snake.  One problem with that is how would I change the female that he sees and falls in love that has the upper body of a beautiful female with six arms and wings and the lower body of a constrictor?

Physical Description: A tall male seven- and-a half humanoid enters into view.  You he has the body of a powerfully built humanoid male man with olive-green scales and black blotches that run the length of his body.  His head is that of king cobra.  His round unblinking eyes have round pupils, golden irises, and black sclerae.

@TheNaga, is this your first character? Impressive! As Hugh Nelson pointed out though what can make judging characters tough is without a campaign guideline, it’s difficult to say what should be improved. For example, my group hardly uses PRE attacks so PRE 15 is fine.  One thing I did notice in the movement MP is that the burst of Speed wouldn’t work with Fast. The reason is that the MP lists the Active point of 10. Think of this as a pool. You can have as many slots as you want and you can power as many slots as possible but only with those 10 points. And since you made those slots fixed, you cannot change how many are used per slot. So Fast slot is already using 8 points out of 10 total. BoS uses the full 10 points. You could use BoS on your base Running but you cannot combine Fast and BoS together. The easiest fix for DCV is to give Naga a slightly different complication so even though he’s big, he doesn’t suffer the +4 OCV against him.  The sfx there is as REH writes (and I’m paraphrasing here) “ His bulk belies his speed”.  Anyways this is Hero system so you aren’t beholden to the Complication of Size if  you don’t want to.
