Likelihood of mercenaries using armour piercing bullets

In a world where superhumans exist, people would be a lot more prepared with special ammo than in the real world. I don't think you can use real world logic in a situation like this. I'd say that every mercenary would have a clip or two of AP ammo, especially since body armor and force fields are a lot more common in such a world.

This depends on how common supers are. In my world there are a little over 1,500 active supers out of 6 billion people (not including trained supernormal operatives). And about half of those supers are in North America. There's no reason, in my campaign or another like it, that people would automatically factor supers into tactical planning as a matter of course without some sort of intelligence (such as supers being known in the area) indicating they should do so.

We can't assume one way or another without more information about the campaign in question.

Yup, .308 and 30-06 should both cut through. Thankfully most of the probationers we're apprehending should only be packing handguns. So far, I've never come across anybody who actually had the gun on them when I did the arrest. A few knives and some assorted other things, but the only time I've personally seen a gun on a probation arrest is in the person house.

Even old 30 30s will probably penetrate! Pistol rounds out of carbines might gain enough velocity. BE CAREFUL OUT THERE, PEOPLE. Seriously. Be careful, think ahead, always check six.

I work in security, but if I ever have to start thinking like a Police Officer, I will probably switch over to Custodial. Not THAT big a downstep in pay. :(
