Simple Silly Rules Question

I have a character with shriking that is only on or off... he has 6 levels and must either use 6 or 0, he cannot use in between. Limitation right? Which one though? Is there one published, and if not, how much should that limitation be worth?

That one is called Full Power Only and it's a -1/4.

As an aside, if you are trying to figure out how much a limitation is worth look around and see if there isn't another limitation that does the same kind of thing for another purpose/power. In this case, look at Beam. Beam is used for attack powers that can only be used at full power (eg you either use all the attack or none of the attack). Beam is a -1/4 limitation.

Excellent point. I also find I can find the limitation I need just by thumbing through either the main book or a villain book.
