As an aside, if you are trying to figure out how much a limitation is worth look around and see if there isn't another limitation that does the same kind of thing for another purpose/power. In this case, look at Beam. Beam is used for attack powers that can only be used at full power (eg you either use all the attack or none of the attack). Beam is a -1/4 limitation.
