To me, it wouldn't, as long as the character wasn't suprised by something. But if he was going into a firefight, and it was night, I would say he gets his luck. Negatives to his DCV if he fails to see certain attacks maybe, but he is alert. Sorry for the lack of clarity - we were using "only at night" as another example of a "situational limitation" to contrast against "combat luck".
