If you have 3 characters on speed 2 with DEXs of 17,15,13 then they act in DEX order. Mage on DEX 15, for example- Phase 6 DEX 17, SPD 2 goes first - say doing a half-phase move, and holds a half phase DEX 15, SPD 2 spends the full phase casting a spell. Then the spell takes effect. DEX 13, SPD 2 then has their turn. I'd allow a the person holding their half phase to interrupt the other two character actions if they wanted to. Can you possibly cough up a page number, Curufea? I'd like to mark it, so when an NPC moves, knocks an arrow and freezes, waiting - I have the rules to back up my Instant Caster Interruptor. For example, if you do something that requires a Full Phase you cannot also get up or move during that Phase (those each require a Half Phase action).
