So at Speed 4 with a Movement of 6" Per Phase, you have a total movement for 24" Per Turn. You can try to track movement Per Segment, but I wouldn't advise it unless you like doing a lot of bookkeeping. Oh yeah, 6" = 6 Hexes. And this is presuming 6" of Combat Movement. The system, like all others, has to do some abstraction of time. Simply resolve all a character's movement and actions right when that character's Phase comes up and don't create interruptions unless another character Aborts or tries to interrupt with a Delayed Phase, or some aspect of the environment reacts to the character's actions (e.g. the character wishes to run up and attack a target, but happens to run over a concealed pit trap). It makes everything much simpler than trying to come up with some realistic time system. Trust me. Just get on with the roleplaying, and let go the simulation worries! In your example, your characters takes his action/phase in Segment 3. If he wants to move and attack, he can move half his movement (in this case 3 hexes), and then attack. He can do this on each of his phases (in 6, 9 and 12). As for when the attacks happens, isn't immediately after you move, sill on your turn to act, before anyone can take an action. Only after your done acting on your phase does the next guy in line get to act. The only exception to this is when you Hold your Phase. In this case, your action happens later, and may be broken up (you may move at the start of your Phase, but may choose to hold the rest of it and attack later, after something you are waiting for happens, allowing other characters to take action while you are waiting).
