His face looks more like a boxer than a swimmer's, and he's well muscled. As the Human Flying Fish, he wore a skin tight outfit. It was scaly on the upper chest, arms and hood; striped lower torso and pelvis, black belt, and plain tights on the legs with matching boots. On his back, attached by shoulder straps, HFF wore a set of wings designed to look like a flying fish's fins. BACKGROUND As with many one-shot villains, little is known of the Human Flying Fish's background. Vic Bragg was a swimming champion before turning to crime. He fell in with Dr. Krill, a brilliant medical doctor and marine biologist who had also turned to crime for unknown reasons. Dr. Krill had made a study of Aquaman's powers and crime-fighting methods, and had come to the conclusion that one could only hope to commit crimes on the sea if one could escape into the air afterwards, where Aquaman could not go. To this end, Dr. Krill surgically altered Bragg to make him not just amphibious, but able to take to the air for short periods with the aid of a special costume. After months of recovery and training, Bragg began his career as the Human Flying Fish. Initially, Aquaman was indeed stymied by the HFF's ability to escape into the air, but soon came up with clever ways to counter that advantage, and eventually captured the criminals. So far as is known, the HFF has never appeared again. PERSONALITY Vic is a typical petty criminal, primarily motivated by the promise of riches. He's reasonably loyal to Dr. Krill, and shows no fear of undergoing experimental surgery. It's likely he has a competitive streak, but it doesn't show up in the story. QUOTE "Now for another perfect getaway!" POWERS/TACTICS Vic Bragg has been surgically modified for underwater operations. He not only can breathe underwater, but swim at amazing speeds. Even more remarkably, at top speed the Human Flying Fish can hurtle himself from the water into the air, where his costume allows him to glide for short distances. While Vic can use guns if he has to, he did not carry weapons while acting as the Human Flying Fish. He concentrated on grabbing the loot and then getting away as quickly as possible, using his abilities to evade pursuit long enough to get to a getaway vehicle. CAMPAIGN USE The Human Flying Fish was created by Robert Bernstein in Adventure Comics #272. As seen here, the HFF is a one-trick pony who'd make an interesting challenge for a solo hero. To improve his chances in a fight, give him a weapon, or some Wrestling moves. In the Champions Universe, HFF would probably gravitate to a group like GRAB. Vic wouldn't hunt anyone unless ordered to. Plot Seed: "Sea Snakes" VIPER decides that Dr. Krill's surgical skills are just what it needs for creating new underwater agents, and kidnaps him. The Human Flying Fish decides he's going to need some help to rescue his boss, and commits a series of robberies in an attempt to lure the player characters into attacking the VIPER base. There are a number of mad scientists (I'd like them to do something with the name "Dr. Snark" in the modern DCU), pirates and thugs, plus some monsters and aliens, but HFF has the clearest power-set and character arc. In the first few issues of the "Super Friends" comic (circa 1975 or so) he was a part of the "Super Foes" (along with Penguin, Toyman, Cheetah and Poison Ivy.)
