In the Bestiary, the Transform power that allows a lycanthrope to transform a victim into another werebeasty is bought Persistent (+1/2). Why? I'm trying to figure out what Persistent means here. It's not a Damage Shield, so the only thing I can think of is that this means that you could use the fangs of an unconscious werethingie to infect someone. I've just attacked you with a continuous Transform, which means I don't have to keep making attack rolls for the Transform to continue to effect you. Let's say the attack ISN'T persistant, just continuous. If I go to sleep, the Transform stops. If I get STUNNED or KO'd the Transform stops. I think the point of the build was to have a way of handling without GM's intervention. Thus always on was chosen rather then uncontrolled. Not to mention Uncontrolled doesn't mean it's always there, it means it may or may not be there. Persistant (with or without Always On) means the Power is active regardless. But once on, the character needs take no further action to use the Power - it's on. Which is the crux of what I meant, which I wasn't very clear about.
