Reminds me of the hours and hours and hours my brother and I used to spend tracing the silouettes out of the original Champions book and then drawing in costumes for a thousand heros and villains using colored pencils. As for the Hero HTML mentioned above, I did a search for it in Google and found it at: http://dougmacd.net/htmlhero/ However, I think the original poster was looking for an art program, not a write-up program, which is what it looks like Hero HTML is.
