On a PC power level, with PC point caps, probably not. The problem arises when a supervillian with lots of AP does it. Or possibly in a really high power game, where the PC's have lots of AP. I think that if Menton is involved, having to stand still is probably the least of your worries I'm not that concerned about villains - they are under the control of the GM and if the GM wants to kill you, you're dead; you have to trust that they don't. High powered PCs are a problem, depending on how they are built, but by that stage their enemies are probably pretty high powered too. I always fall abck on 'tactics' though - if you HAVE an ability that there is no apparent defence to then your enemies will employ that defence that works against anything - taking you down first.
