That really depends on what you want the flood of water or ice to accomplish.

 

Destruction for a start. Certainly a number of powers stacked together - at the very least, Energy Blast with Area effect (the sudden arrival of all that water is gonna do SOMETHING to the furniture) then Change Environment for continuing effects.

Building it as an Area Effect Telekinesis can be used to generate the effects of being trapped in the water or slammed by a wave, with some kind of limitation such as dispelled by heat attacks or the like. TK also has the advantage of being continuous as opposed to instant.

 

After that, you can buy a STUN drain or NND energy blast that only works on a target that is being held by your TK. The effect is that the trget is engulfed. The defense would be a life support versus breathing.

 

You might want to put the TK in a multipower with another slot being a physical Force Wall with the Damage shield advantage.

 

And for fun, you might want to build a Duplicate twin sister who can adopt the form of any animal. :D

This type of discussion always reminds me of the need for a "suffocate" power that invokes the drowning rules without some sideways kludge like an NND vs Water Breathing. "You took 21 STUN from the 6d6 NND; of course, the drowning rules would have had you lose 1 END". "That's OK, I have a 25 REC so I get it all back in PS 12".
