I doubt you will find a free software with the power (or even nearly so) of Campaign Cartagropher (and similar products). What kind of maps do you want to make? Campaign (i.e. world) maps? City maps? It is way more limited in comparison to CC3, but it seems pretty close to the earlier versions. Dungeonforge Dungeonforge is a tile-based dungeon creator. The closest commercial equivalent is Dundjinni. I have just started playing around with it, but I think it has some real potential GIMP The open source Photoshop clone. There is a somewhat steep learning curve involved, but the results can be absolutely gorgeous. Along with the learning curve comes a lot of potential. Inkscape A vector graphics program that is to Illustrator as GIMP is to Photoshop. Have not played with it much, but I have seen some real fine maps posted at the Cartographer's Guild forums. As it happens, I just finished the first floor of an inn using GIMP and some freely available images. I'm sort of under a rush, so it is not the best I could do. Still gets the job done.
