No human being can survive a body temperature higher than 40 degrees without severe neurological damage. Brain Death starts at 45 degrees and immediate death at 50. As for this being a Champions environment, I would like to point out that Comic Book science evolves along-side (or ahead of) Real-World Science. The bacteria have to regularly be supplied with some control substance that keeps the environment they live in "hot" or they die out. There's the producer's control over unlicensed distribution. Or maybe that's a distinctive feature of the recipients, an elevated body temp meeting the bacillus halfway between the temp they would like and the temp the host can withstand. If Champions is not all about ignoring the laws of physics, chemistry, and biology in the name of telling a good story, I don't know what it is. But if you simply cannot participate without technobabble, here you go: These modified Thiobacillus ferrooxidans and/or Thiobacillus thiooxidans bacteria obtain the carbon they need to sustain their survival and growth from carbon dioxide. They obtain energy by oxidizing iron in the blood. or, if you prefer: These modified Thiothrix bacteria oxydize hydrogen sulfide in the blood. Those are real bacteria that live quite well without any photosynthesis at all -- apparently ignoring the laws of physics, chemistry, and biology. Google away. If the bacteria is oxidizing something to power its chemical reaction, you are losing the very oxygen atoms that you were trying to liberate (oxidize = add oxygen to another molecule). Of course, you are right, you don't have to explain how the process works; it is a game based on superhero comic books after all.
