Libra

 

Libra serves the cosmic balance and his epithet "master of the balance" indicates. He has highly trained himself with mystic abilities relating to the nature of the balance. He is also a highly trained martial artist. There is a possibilty that he has some ability to impersonatation and disguise as well.

 

Observable powers

He has shown to exibit interdimensional travel to bypass high level security. He has also improved this with "interdimensional invisibility" - able to slide through spacial dimensions, and possiblity temporal dimensions as well, without being detected - unless someone specifically targets this frequency, although none have so far. He can use both interdimesional travel and "interdimesional invisibilty" at will.

 

It has been clearly shown that his two powers mentioned above was active through two sperate time spells. One was to make a large area "time stopped". Another made a smaller area within that larger spell "time unstopped" ie is countered the above spell within a small area. Libra's powers, particularly his invisibility clearly operated within the smaller time spell.

 

He has also demonstrated an ability to pierce the fabric of the time-space continuum and is able to move within a dimension that is "inbetween": 'niether here nor there' and 'between the spaces of reality'. It has also been observed that Libra has been able to pierce the dimensional fabric to enter Limbo by his own power. He has also been able to go "invisibile" from within a time machine and enter and exit the timestream. His powers has also been described as 'time and chance maniplulation' although that decribes only part of his assemblege of powers and mystic abilities.

 

So far Libra has NOT been able to 'time travel' as the term is commonly to mean. It seems that he is limited to travel to his own time but not go forward or backwards through time. If the balance was not in balance Libra maybe able to 'time travel' but he has not shown any indication so far.

 

One last unusual power that Libra has shown is to tap evolutionary latent superpowers within the human race. The word that would best describe Libra, Master of Balance is "preternatural".

 

Gadgets

Libra is blind and he has a "Gordie la Forge" like visor covering his eyes and goes around his head. What functions, powers and abilities this thing has besides letting Libra "see" is unknown.

 

Conclusion

Due to Libra's assortment of powers and his desire to serve the balance he has appeared manipulative, ie interfering with cultures, races and events to ensure that irregularities in the balance are restored.

 

I suggest that to use a Libra-like character in a game that the GM makes the oppenent of the group as upseting the balance and that the Libra-like character as helping to restore the balance. It would be best if this were a real long term goal, perhaps the singular point of evil on the game-world.
